Not really the speed that is the issue, if you load a pc with win7 fresh it just WONT run windows update until you disconnect from the internet, reboot and run Windows 7 Won't Update After Fresh Install Also, started by manually installing KB3102810 which is an update to the Windows Update service, which seemed to help with the CPU and memory usage issues. I have done fresh Win 7 install many times. Go back in time with System RestoreSystem Restore has been helpful for solving Windows problems for many a year now, but it happens to be quite well hidden in Windows 10.
