I have found recently that the Windows Media Scheduler Service does not stay running on my Windows 7 SP1, 32bit laptop. And work like serverwmc does with kodi. I think you need to replace your black and white square tv and that Sinclair spectrum then youll see a incredible improvement on your movies and tv shows. But well that was more an issue of a dead psu on an external dvb-c receiver ;) Robert Lindabury MediaPortal seems to be the closest thing to Windows Media Center. It looks flawless.
There have been substantially better options (as listed in the article) for years. Neither is a direct replacement for a HTPC, but both the Microsoft and Sony Consoles offer lots of media streaming options. As for Grandma, my solution was never intended for simplicity. And as far as using a full pc as a media center - I have other options like game consoles, roku, etc., But I've found that nothing seems to give me

Munchy that maybe true 5-10 years ago but its certainly not true now, You get perfect quality over a htmi socket.

The Xbox One will have live TV viewing capability that will support third-party, over-the-air tuners from Hauppauge and presumably others in the future.
I've been using it for 2 years. I have Plex server so Plex app handles all but live TV and in 8.1 I can get pro pack to give me WMC for live TV. First of all it's way too much stuff to install, setup and configure. Tablets and smartphones are made primarily for tech dummies (but I still like them).
