Windows supports ID3v2.3 at this time. But when I open the mp3 file's property window and go to the details tab, I get fewer options in detail and I CANNOT edit any one of them. The WAV format has very poor tagging support: WMP only writes tags to WAV files once during ripping, and they can't be changed afterwards. Select "Get Info" and you get a box with tabs.
